The Deputy Commissioner is the Head of the District Administration which monitors and co-ordinates entire developmental works in the interest of the people of the district.
 The District Administration maintains overall law and order with the help of the Administrative Officers and the Police force.
The District Administration issues SC/ST certificates, Domicile Certiificates, PRC, Excise Licence,etc
The District Administration administers justice through settlement of judicial cases
Under the control of the Deputy Commissioner, Ri Bhoi District, there are :-
1(One) Administrative Unit at Patharkhmah which is in Jirang Block
3(Three) Community & Rural Development Blocks, Viz, Umling C&RD Block with its block headquarter is Nongpoh, Umsning C&RD Block with its headquarter is Umsning and Jirang C&RD Block with its headquarter is Patharkhmah
